Focal64 images at https://app.vagrantup.com/ubuntu/boxes/focal64 are now
3 months old, although the latest built at https://cloud-
images.ubuntu.com/focal/ is just 6 days old.
Bionic64 images are up to date, and I can't find any information about
focal images not being published to vagrant cloud on purpose, so I
suspect this may be a problem.
