Unattended software upgrades were running in the background, did you
hack around the system removing lock files or similar while it was
running as you wanted to install things? In that case, this is not a
bug, but (unfortunately often suggested, but entirely wrong and
dangerous) operator error.
Otherwise, there seems to be a bug in update-manager and aptdaemon not
having calculated the upgrade from the right state.
