Upstream numba now supports python 3.10.

I heard from ginggs (Graham Inggs) the new numba needs 
https://tracker.debian.org/pkg/onetbb uploaded to unstable first. The Debian 
maintainer (Diane) mentioned the same and there have been problems getting 
onetbb built:
