Based on the package history in Ubuntu [1], it looks like it was removed in Hirsute because one of its dependencies failed to build. Not sure if this is the invalid bug referenced above, but the issue seems to have been resolved since then.
The good news is that a newer version has been packaged and synced to Ubuntu Jammy, which means it will be part of Ubuntu 22.04.
