Thank you for telling me about `--arch-only`. That seems to be it.
$ sudo eatmydata apt --arch-only build-dep qemu
Reading package lists... Done
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
As I had manually installed the dependencies before, nothing happened as
expected.
