Public bug reported:

If I press the left mouse button over something draggable, move it
slightly (the shorter the distance the more often it happens), and
release it quickly after it, the cursor would occasionally get stuck in
the drag mode. Clicking somewhere or pressing Esc returns it to the
normal state.

For example, I want to click something, but the mouse is moving slightly
during the click, resulting in the drag. Even though the left mouse
button is released after the click, the cursor gets stuck in the drag
mode, even though the button release was registered via `xinput --test-
xi2 --root`.

This causes constant annoying text drops / links to the desktop, copying
something to somewhere else accidentally. This happens many times a day.

I'm using a graphics tablet (Wacom C480) and a mouse. This is
reproducible with both.

`gsettings set org.gnome.settings-daemon.plugins.cursor active false`
doesn't help.
