I've put up a proposed change to switch to the Dynamic Aggregates API:

I believe this will produce the desired behaviour and reproduces alot of
what worked with the cpu_util metric from earlier OpenStack releases.
tl;dr it passes unit tests - testing now to see how it works in a
deployment.
