Ubuntu Jammy is transitioning from Python 3.9 to Python 3.10.

pyside2 is https://people.canonical.com/~ubuntu-
archive/transitions/html/html/python3.10-only.html

Attempting to use libshiboken2-dev 5.15.2-2 in Jammy currently results
in the following build error.
