We do that, once we validate that the edge kernels built correctly and boot.
The ppa you point out is where we start preparing next hwe kernel, initially as
hwe-edge kernel, which does get published to the main archive, and eventually
becomes hwe variant.
However hwe-edge kernels are not meant for production use, as they do
not receive security support, until after they become hwe variant.
The date of your bug report suggests that at the time 20.10 release was
still in development, and so was the hwe-edge kernel which is based on
20.10 release. At that time you had wait until after 20.10 release,
kernel be ready, and get rolled out in focal.
