Public bug reported:

I have / on a compact-flash device and /home on a software raid array
(/dev/sda and /dev/sdb). I added parameters to hdparm.conf to spin the
SATA drives down in 20 minutes. After a reboot, the spindown never
happens. If I manually set the same values:

hdparm -S 240 /dev/sda (and sdb)

I get the spindown in 20 minutes of nothing accessing /home as expected.

It appears that hdparm.conf is being ignored or something is "stopmping"
on the settings after the fact on boot.
