Confirmed that the current daily of Jammy Ubuntu Server does not share this defect. Good!
Ubuntu Server properly displays the console text shutdown... and the machine just up and rebooted itself as I was here trying to type exactly what the message should be! Doh! Oh well, lost it for now. Point remains, Ubuntu Server installer still displays the message which the Xubuntu should also display.
