  The changes from cacti 1.2.17 to 1.2.19 primarily focus on bug fixes,

  This is a leaf package, in other words there are no other packages
  dependent on it, so if there was an unknown regression in cacti it would
  be localized to only affect it.  On the other hand, the issues running
  with PHP 8.x without this update would carry known regressions.  Thus,
  it seems more sensible to include this, than not.
