I've added plymouth back to this bug since this issue was originally a
plymouth+casper bug that was reportedly fixed:

We've had several additional reports of this issue, and I've reproduced
it on two different machines in the last couple of days with Xubuntu
Jammy. As always, the text is not displayed, but hitting the enter key
will continue the reboot process.
