I found the behaviour occurring in a more specific case. Steps to reproduce:
1. In: Settings > Power > Power Saving 2. Set "Dim Screen When Inactive" to "True" 3. Set "Blank Screen" to "1 minute" 4. Do nothing for 1 minute 5. After screen turns off completely, press any key When the screen turns back on it is stuck.
