This issue occurs in my environment with a Windows guest even without
PCIe GPU passthrough:
anopolsky@IS01209:~$ virsh dumpxml windows-primary |grep hostdev|wc -l
0
anopolsky@IS01209:~$ virsh dumpxml windows-primary |grep -A 4 '<video>'
