Public bug reported:

Per https://bugs.launchpad.net/ubuntu/+source/xserver-xorg-input-
libinput/+bug/1926860 said pen tablet does not work on any Ubuntu
version newer than 18.04, which I myself can confirm. Fortunately, the
issue is a simple hardware database misconfiguration (see
https://github.com/systemd/systemd/issues/17953), which has been
resolved upstream by removing the entry in /lib/udev/hwdb.d/60-input-
id.hwdb so libwacom handles the tablet on its own
(https://github.com/systemd/systemd/commit/2d8840eb6632a43956b73a1042e8b8244623494a).
Removing the entry manually also works for me.

As the fix is a simple matter of removing five lines in a configuration
file, it should be no problem to quickly backport it to the Ubuntu
packages, I hope.

** Affects: udev (Ubuntu)
     Importance: Undecided
