Steps to reproduce:
1. Install Ubuntu MATE 22.04 LTS
2. Configure two keyboard layouts
3. Configure keyboard layout indicator to show country flag by
gsettings set org.mate.peripherals-keyboard-xkb.indicator show-flags
true
Expected results:
* country flags are shown in keyboard layout indicator
Actual results:
* stop signs are shown instead (see screenshot)
