Public bug reported:

in jammy i tried creating a hotspot with network manager which for
security portion like WPA2 or WPA3 uses WPAsupplicant, hotspot becomes
active and works but client devices cant connect to it, they just keep
in the connecting state until they timeout. Open hotspot works without a
problem.

fix i implemented but isnt actualy correct, i pulled from impish
wpasupplicant and one if its dependancies libssl1.1 and after installing
them i secured the hotspot with wpa2 and connection was established
without much problem.
