I have no idea.  But until I set it, I was seeing conflicting lv3

English (Dvorak, alt. intl.)

This works.

That was not the behavior here.  *Now*, toggling Alternate Characters Key is
not having any effect; but previously, choosing 'Use layout default' was
giving me lv3:ralt_alt, lv3:switch.
