Could it be the same issue as https://bugs.launchpad.net/ubuntu/+source/snapd/+bug/1969162? The problem is that I don't think this should happen on a fresh install -- but on the other hand, I don't know exactly what operations happen on a newly installed system, so it may be that's related.
