I just did a fresh install of the official release 22.04 LTS image
today, and hit this problem. No gear, and it defaults to X11, whether I
have just the NVIDIA GPU enabled, or both the Intel integrated GPU and
the NVIDIA discrete GPU enabled in hybrid mode.
I had previously installed a nightly build of 22.04 LTS (beta) last
week, and had the gear as an option, and was able to use Wayland.
