This is a pretty old issue but in Debian they made a decision to not accomodate this back in 2015 for when IPv6 is disabled on systems on the basis of "not only is it non-standard but it's nonsensical":
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=779825#97 The workaround for this is when dpkg or apt fail is to edit /etc/nginx/sites-available/default, remove the IPv6 listen line, and then run `apt install -f` - this can even be automated too. Automation tooling that is not able to do this is the fault of the tooling. I'm going to close this as 'won't fix' because there's really no actions needed by the teams here.
