Public bug reported:

Binary package hint: locales

English UTF-8 once again, with both gutsy and hardy, produces garbage on
screen
when aptitude is run in either Eterm or mrxvt. Aptitude works OK in
gnome-terminal,
which I don't use because it takes forever to start.

The patch for now, as described elsewhere in bug reports about related
problems over the last several years, is to get rid of UTF-8 and replace it with
ISO-8895-1, by editing files in /var/lib/locales/supported and replacing
for example EN_US.UTF-8 with EN_US.ISO-8859-1.

  I don't think I've seen this problem with Debian/unstable, which I
also run.

** Affects: langpack-locales (Ubuntu)
     Importance: Undecided
         Status: New
