This is a new stable release in the GNOME 42 series

I am reverting a commit which switched from the old libgweather to
libgweather4. There wasn't really a code change here so it's better to
keep running against the same library we released Ubuntu 22.04 LTS with.

Test Case
---------
Install the update
Open GNOME Maps.
Verify that the map displays correctly.
Also verify that directions to another location work.

What Could Go Wrong
-------------------
This falls under the microrelease exception since GNOME Maps is part of core 
GNOME.
