Unsure if this helps. I too have this issue with my university's wifi. I was able to work with one of the networking people in the tech center and we found that 22.04 would not even show up as attempting to connect on their end, (and we verified that 21.10 successfully connected as expected. Unsure how much this helps but I thought it would be useful information.
