Sorry, but that problem still seems to exist.
When I run "/etc/init.d/vsftpd stop" I get the following message:

No
/usr/sbin/vsftpd found running; none killed.

Details:
1) I'm running Feisty (Upgraded from Dapper to Edgy to Feisty)
2) Default installation of vsftpd with "apt-get install vsftpd"
3) The problem is related to "/sbin/start-stop-daemon", not "seeing" the vsftpd
process. (I've verified that by running the start-stop-daemon directly with the
exact parameters from /etc/init.d/vsftpd directly)
4) The pid file is at the correct position: /var/run/vsftpd/vsftpd.pid
5) Even with *no* connections to vsftpd. Only 1 process running:
root 24619 0.0 0.1 3432 596 ? Ss Dec29 0:00
/usr/sbin/vsftpd
--
vsftpd initscript never fully shuts down
