Okay, to my mind that brings us back to "need option to specify wifi
regulatory domain". It seems the situation with netplan/networkd is
"there's no option", and in NetworkManager is "there's no option, but
*sometimes* it'll magically work anyway" (although you'll need to go
digging in the logs to confirm that :)
