I also have this exact issue, with MSI PRO Z690-A Wifi DDR4 motherboard, with the latest firmware.
In addition, as this machine has a DVD drive, I can hear the following options by editing GRUB: reboot=pci reboot=efi Those cause a real reboot - there is a "click" for power-off/on and the DVD drive activates. However, after that the machine still hangs like described. Only a full real power cycle allows it to reboot or recover from "shutdown" properly.
