Hello Nathan, thanks for your nice contribution, however I did the merge by 
myself and didn't see this bug, not sure why.
I'm reuploading with the changelog from you, so you get the contribution 
credits and I'm closing this bug as "done"

Some nitpicks on your delta:
- trailing newline on last changelog entry (this is a bug in MoM I know, I 
usually remove it by hand)
- you changed libpulse-dev -> to libpulse-dev (>= 11.1)

this was changed from Debian and was making MoM fail with a conflict. Next 
time, before re instantiating it, check if it is part of Ubuntu delta or not, 
and try to fix the "merge" manually.
In this case taking the control file from Debian and deleting one line was 
sufficient to have a clean-enough merge, specially because its already 
satisfied since bionic
