On 8.04 alpha-2, I tried to add a user.  (I am the non-root user with
administrative privileges created by the system installation.)    The
"Users and Groups" menu item appeared to allow me to add another user
(in addition to existing users: myself and root).   But when I listed
/etc/passwd after closing the menu item, the added user was not there.
I tried to 'gedit /etc/passwd'.   I added the new user to the end of the
file.  But when I tried to save, an error message told me that I don't
have privileges to do that.   I then tried 'sudo gedit /etc/passwd',
which asked for my password and allowed me to edit and save.   Listing
the /etc/passwd file with 'less' confirmed that the new user still was
at the end of the file.  Going back to look at users from the system
menu item, now I found that the new user was listed among the users.   I
tried to delete that new user, which seemed to work.   But when I
checked /etc/passwd again, the user was still there.   Apparently, even
though I am shown to have the privilege to administer the system, that's
not good enough to let me add or delete a user or change group
membership, yet the menu item does not give any error message and seems
to comply with my deletion or addition.   Worse yet, I tried to change
the root password so that I could login as root to see if root can do
these things from the menu.   The menu "Users and Groups" item appeared
to let me change the root password, but that did not have any effect.
When I tried to login as root using the new password, the password was
rejected.

Therefore, I am editing the title of this bug report to say that the
"administrative" user cannot administer users and groups from the system
menu.
