Public bug reported:

The 'testatomic' test-case crashes with a segmentation fault on Ubuntu
arm64 buildds, resulting in build-time test results being ignored (via a
change from Gianfranco Costamagna).

Is this a known problem with the Ubuntu buildds? If yes, is there a
timeline for when it can be resolved? In general we should expect to be
able to run most tests successfully on autobuilders.

I'm going to narrow this workaround down so that only testatomic is
skipped on Ubuntu arm64, so that we can get at least *some* test
coverage.
