I can reproduce it fairly easily.

Steps:

1) load kcmshell kcm_tweak
2) Pick any "tweaks" but don't look at the Panel tab
2) hit apply then OK

Result:
The next time you log in `kicker` won't run. The Panel tab defaults to "Start 
Panel with KDE" unchecked which creates the file 
~/.kde/share/autostart/panel.desktop with the following contents:

:~/.kde/share/autostart$ cat panel.desktop
[Desktop Entry]
Hidden=false

..which causes kicker to not run at login.


Expected result:
The panel tab should default with "Start Panel with KDE" turned on.


The bug is actually with the package kde-tweak

$ dlocate kcm_tweak
kde-tweak: /usr/lib/kde3/kcm_tweak.so
kde-tweak: /usr/lib/kde3/kcm_tweak.la
