Public bug reported:

The script "mysql_secure_installation" on a clean install fails:

ERROR 1133 (28000) at line 1: Can't find any matching row in the user
table

If I log into mariadb with root user:

sudo mariadb -u root

and try to run:

SHOW USERS;

I get this:

ERROR 1064 (42000): You have an error in your SQL syntax; check the manual that 
corresponds to your MariaDB server version for the right syntax to use near
