Thanks for making this bug report and making Ubuntu better Bradley! This is very easy to reproduce. There was some history around renaming in the debian commit history that I was reading, and I think this was accidentally changed up in Debian. I submitted a MR to update this in debian[0] so we will see how that goes.
Regarding this bug, it does guide the user to installing the bind9-doc package. I don't particularly think this bug is worth SRUing for, but should definitely be picked up for the next development release. Please let me know if you think otherwise.
