Public bug reported:
to recreate the problem on ubuntu 23.10 :
add a wireguard VPN without netmask nor gateway (did not tried with)
connect to the VPN
close the vpn connection
restart your system
You're now without possibility to connect to wifi, network manager seams to
restart when I try to connect to a known or unknown wifi
Restart network manager or the computer does not solve the problem
