It works fine at least in Ubuntu 23.10/mantic:
$ sudo modprobe -v xt_psd
insmod /lib/modules/6.5.0-21-generic/updates/dkms/xt_psd.ko.zst
in dmesg I just have this:
[ 45.840158] xt_psd: loading out-of-tree module taints kernel.
[ 45.840165] xt_psd: module verification failed: signature and/or required
key missing - tainting kernel
