Our current VMs are all reporting the same error, since they upgraded
cloud-init to the version 23.4.4-0ubuntu0~22.04.1.
If I downgrade cloud-init to version 23.1.2-0ubuntu0~22.04.1, the problem
disappears.
The following error is visible in journalctl:
