Public bug reported:

I am logged in to my system via serial console.

During an upgrade I saw this output:

Setting up wvdial (1.61-7) ...
ATQ0 V1 E1

It makes no sense to send modem commands to the UART on which the tty
session is running. Who should reply?

root 29736 0.0 0.1 24268 19328 pts/1 S+ 16:45 0:01
/usr/bin/perl /usr/share/debconf/frontend /var/lib/dpkg/info/wvdial.postinst
configure
root 29745 0.0 0.0 2108 1136 pts/1 S+ 16:45 0:00 /bin/sh
/var/lib/dpkg/info/wvdial.postinst configure
root 29750 99.7 0.0 12308 5504 pts/1 R+ 16:45 43:06 wvdialconf
/etc/wvdial.conf

After 45 minutes I gave up and killed the process 29750 to let my system
upgrade finish.

wfconf should time out after 10s of not receiving a reply from the
modem.
