Reopening, this issue occurs on a new installation of Fedora 39 with
/boot on a RAID 1 device.

https://bugs.launchpad.net/ubuntu/+source/grub2/+bug/1274320 indicate
this problem is related to LVM/RAID.

$ df -hP /boot

/dev/md125      2.0G  250M  1.6G  14% /boot

$ cat /proc/mdstat 
Personalities : [raid10] [raid1] [raid6] [raid5] [raid4]
