Public bug reported:

The /usr/sbin/zramswap script sources /etc/defaults/zramswap but then
fails to use the variables set there -- specifically "PERCENTAGE" and
"ALLOCATION"

The script doesn't have any mention of "ALLOCATION" whatsoever, but does
check for "PERCENT" vs "PERCENTAGE" as is used in the defaults file -
this means it always defaults to 256M no matter what is set in
/etc/default/zramswap.
