I have the same problem, but it's not only in upgrade - it's broken even
in pure zfs installation using installer.
Steps to reproduce:
1) Install Ubuntu 23.10 with zfs.
2) Create first snapshot eg `zfs snap bpool@hello`.
3) Next reboot will failure.
