To repro: make sure you select the Video (not Photo) option. Then click
the (now-red-inner-circled) Record button.

The white selection/area pane will remain, with the rest of the screen
dimmed, until you stop the recording.

How do you stop it? Look for a small control, with a white-on-red black
square to the right of a counting-up timer for the video, and click that
little square.

So it's not so much a "bug" as a surprising, if not almost-hidden
(especially for those of us with kinda-largish monitors), behavior.

(This took me almost 10 minutes to figure out!!)
