Public bug reported:

The most common case where this would be seen is for users that added
ppas with apt-add-repository on mantic. Assuming /etc/apt/sources.list
is still being used for the default sources, then this gives a system
with mixed .list and .sources, and ubuntu-release-upgrader will only
update the .list sources.

To reproduce on a mantic system:

$ apt-add-repository -y ppa:<user>/<name>
$ do-release-upgrade -d

Observe that the PPA sources added will still be enabled and still point
to mantic.
