steps to reproduce:
- download skype and skype-common from medibuntu repository
+ download skype and skype-common from medibuntu repository
http://packages.medibuntu.org/pool/non-free/s/skype/
extract with dpkg-deb -x skype-common*
notice the language files are present
- install deb packages
+ install deb packages now with dpkg -i *.deb
notice qm-files are missing in /usr/share/skype/lang/ folder
copy by hand resolve the problem with changing languages.

+ the deb from skype.com can be installed w/o problem.
