As I noted in testcase comment at terminal I killed lubuntu-installer-prompt & I had a normal LXQt session appear...
At last resort (this issue maybe very rare; if its not transitory..) we can document how to kill lubuntu-installer-prompt as I did on discourse.. no need to mention in release notes even if this is done... After this attempt, I next booted box below this one that uses same keyboard/screens etc & using same thumb-drive have no issues like this at all... no issue with this on - hp 8200 elite sff (i5-2400, 8gb, nvidia quadro 600) I wonder if this relates to video card?? (I'll try another box), then again the Connecting makes me (no doubt end-users) think of internet?? but I could `ubuntu-bug` file on the box so network makes little sense to me...
