Hello? This is still happening. A listing of http://fi.archive.ubuntu.com/ubuntu/dists/gutsy-proposed/ reveals that this directory exists, but lacks a Contents-i386.gz file, which is what apt-file tries to download. Ditto for gutsy-security and gutsy-updates; the regular gutsy directory is fine, though. (There would need to be a Contents-amd64.gz etc for the other architectures, too.)
