Hello?  This is still happening.

A listing of http://fi.archive.ubuntu.com/ubuntu/dists/gutsy-proposed/
reveals that this directory exists, but lacks a Contents-i386.gz file,
which is what apt-file tries to download.  Ditto for gutsy-security and
gutsy-updates; the regular gutsy directory is fine, though.  (There
would need to be a Contents-amd64.gz etc for the other architectures,
too.)

The server redirects to
http://www.nic.funet.fi/status/www.nic.funet.fi.file_not_found.html for
the missing files.
