Root cause: the ubuntu-budgie-installer was present, with 2 snaps
attempting to provide subiquity behavior. It appears that subiquity
from ubuntu-budgie-installer was matched with the ubuntu-desktop-
bootstrap client.
Fixing by removing ubuntu-budgie-installer in livecd-rootfs.

Using virtualbox, attempt to install when the installer appears on boot
to the live-session
Choose all the default options. When the last screen (the summary) is
expected to appear then you see a installer page saying that something
as gone wrong - i.e. no summary is displayed.
When I tested this on yesterdays ISO, closing the installer, running
snap refresh ubuntu-desktop-bootstrap --candidate and then rerunning the
installer works correctly.
