I was able to reproduce this in a noble LXD container.

$ lxc launch ubuntu-daily:noble n
$ lxc shell n
# ssh-keygen -t rsa
# cat ~/.ssh/id_rsa.pub >> ~/.ssh/authorized_keys
# touch testfile.txt
# rsync -F --delete-after --archive /root/testfile.txt 127.0.0.1:/tmp/
