Public bug reported:
In bug 2059400 we switch to using 1G hugepages on arm64, as 2M hugepages
does not work. For the OVN autopkgtests using 2 1G hugepages is
sufficient, but for the openvswitch autopkgtests that is not enough for
all tests to succeed.
Bump number of 1G hugepages to 3 for the openvswitch autopkgtest.
