Steps to reproduce:

* Use latest Noble Desktop release candidate: 
https://cdimage.ubuntu.com/daily-live/20240424/noble-desktop-amd64.iso
* Boot it in a VM.
* Select "Français" in the very first screen of the subiquity installer.
* Now explore the various desktop menus and applications, they are not in 
french at all.
* Clicking "Suivant" (Next) doesn't change anything, the desktop is still in 
English.
* Going through to the keyboard layout selection and selecting a french 
keyboard does changes the layout for the whole desktop.
* Typing `locale` in a terminal reports `LANG=C.UTF-8` and `LANGUAGE=`.

Language is correctly set after installation+reboot.
